Issue/Purl extensions needed

We can't make a purl to redirect to something with a known extension: http://demo.sharedname.org/n/xml/uniprot/ -> http://www.uniprot.org/uniprot/__ID__.xml
Precedence: A more specific partial redirect has to take precedence over a less specific. Currently creating /n/pmid as partial redirect prevents creating /n/pmid/xml/ as a partial redirect too, forcing us to write: /n/xml/pmid
